After Qiao left Hiko took charge to send report that North Sepedra could no more lead the first war because stronger beasts were killed. Hiko mentioned circumstances in detail as to how Lord Beast was killed too. The beasts were left without Lord Beast.

The elder went back. He was satisfied to see the destruction of the North Sepedra. This elder belonged South Sepedra the Hightown gave him responsibility to keep eyes at the young hunter. When Qiao announced the superiority of the Hightown, the elder witnessed. He was going to write full report and send as early as possible.
The Rank Masters were eagerly waiting for the report and the young hunter. They wanted to handover him their tamed beasts so that he should not spend time instead get ready for Hunter King’s Test Trials. Through reliable sources they were able to know that Frost Fire Continent was now completely under the control of stronger beasts.
Those beasts were eager to face the Rank Masters, the signs were visible. Now that Qiao could defeat Hunter king, it was enough to make him eligible for the Hunter King Test Trials. There was something more important. Senior Gong returned from Hunter King Test Trials, he broke the news that a rare beast was wreaking havoc in the Mekin Island.
Senior Gong tried to defeat but could not. Also tens of Hunter Kings returned from their missions. They brought news that beasts were organizing themselves for first war. It was not possible to send various hunter Kings in the various islands for the purpose to scatter them or ruin their plans.
They might face drawback or harm in case the beasts found out. There were close to thousand islands where beasts were in bigger population. There were three thousand islands where human population was living. There was five thousand scattered islands that were always under the threat as to any monster or beast could take over that constant missions helped the authority to fend them off.
There were close to hundred places where Hightown sent missions however the hunters could not survive. Later missions failed and then no one took responsibility to complete any mission there. Mekin Island was the place where previous mission failed.
Lower level and higher level hunters were always busy with the missions. Several thousand reports reached every month three months in the Hightown. Some urgent reports were sent every month. The collective force of the hunters was busy so in case the beasts started war then the Rank Masters or few Hunter Kings will be available for the war.
It was utterly impossible to gather all hunters at one place and wait for the beasts to defeat. This would not sit well with the overall security of the human population. They will be helpless against monsters.
Today they wished that Hunter Monarch should appear to address all bigger concerns however Rank Masters could only polish some suitable candidate and rest was up to the fate whether that polished hunter would remain honest with the Hightown or go against.
For now biggest trouble was standing at their heads. The hunting families wanted unfair share in the Hightown. They were trying to force the Rank Masters for this purpose. Rank Masters were working for the hunters and the human population selflessly.
Their intention was not to collect wealth. They were loyal and straight. This made them eyesore for the Hunting Families. Few decisions were issued three or four years ago. These decisions prohibited them from making wealth or collecting without the permission of Hightown.
This decision offended Family Lords. They were unable to digest that their anarchy would end up with this. In the smaller islands and the self-made estates stronger hunters were living independently. They did not wish that Hightown should interfere in their matters.
On the other hand Rank Masters received reports that those hunters were collecting money and suppressing poor population. According to the oath, every hunter, be it retired or recruited should not harm poor and normal humans instead they should protect their rights.
Because of several conflicts Rank Masters were forced to decide upon strict rules once again. It was hard to implement because of the rude and arrogant Family Lords.
In the previous two years those Lords started to gather in the Hightown. They were trying to influence the guilds and the hunting schools with their hidden wealth.
The purpose was clear, they wanted Rank Masters to take back the orders and also compensate. It was utterly impossible. Rank Masters were already busy with the stronger beasts. Thinking that Rank Masters were intentionally ignoring their presence, now the Family Lords were ready to cooperate with the beasts.
They were shameless to the point of evilness. They knew that it would harm the cause of Hightown. They were fully conscious about the outcome still they overlooked. They never cared for the poor population. In fact they wanted them to remain poor and away from hunting.
In this scenario Rank Masters were looking some potential hunter to settle this matter silently. They did not want to kill Family Lords, Rank Masters wanted to let them understand the severity of the situation and their wrong choice.
Apparently it was impossible though. They would not listen to any reasoning. The future of the Hightown was slowly fading. The available chances were slimming down. With the opening of the first war, things would change drastically.
Only Rank Masters were sincere and fairly knew the destruction in case the disloyal hunters did not change their paths. Soon another report was reaching in the Hightown that might immediately bring chaos for the Rank Masters.
Few Hunters witnessed long lost mad hunter. He was not only alive instead he was wandering in the dangerous parts of the seven continents. According to the rumors he was killed madly searching Token of Death. He was eager to become Hunter Monarch but his years were ending. To solve this threat he became digger some five hundred years ago.
Later Rank Masters came to know that he was cursed and perhaps killed. They were not sure so they considered him dead. His return might bring hope for the disloyals.
