“THINK, PEOPLE, THINK! Do you want to live in a peaceful world? Or do you want your graves to exist in a peaceful world?” Shiroken asked them one last time.
They all looked at each other. Those who could not move their heads just moved their eyes in panic. Not even Madara Uchiha or Hashirama Senju had dared to treat them like this. As the heads of clans, most of them got respect no matter what they did.
They could even refuse to help the village in some crisis and nobody had the right to do anything to them. Now, here they were, in an accept the terms or die situation.
“What if… we decide to leave the village with our clan and live somewhere else?” Hiashi asked.
“Well, sure, go ahead. But you must find land that is not under my rule. And sad for you, everything will be under my control. So maybe you can live on the sea. And if you still decide to live in my land, well… you die. I’m sure many people from your clan will be happy to take the position of the clan head. Especially those liberated enslaved ones.” Shiroken replied coldly.
Hiashi scowled, “We do not enslave. Those seals are meant to keep our eyes secret.”
Shiroken shrugged, “I don’t care. The world will be peaceful, nobody will be after your eyes. So if you keep that enslaving tradition you will be against me. Now, I will count to 10, answer me by its end.”

Fear took over their hearts.

Reality seeped into their minds. That they were truly and utterly f*cked.

Shiroken’s great strength became a reality to them as they realised his aim was to take over the world, not just the measly village.

Fear increased when they remembered that Shiroken had already taken over all great villages and countries except Kumo and Iwa.

Helplessness appeared.

Accepting their fate and the rule of Shiroken became an idea in their heads.

Accepting his rule became the ONLY idea in their heads, as nothing else made sense.

“I ACCEPT! I’m okay with Lord Dama ruling the village and all your terms.” The Lord of Aburame clan spoke. He was actually the most scared as he was also pretty close to Danzo in the past.
“I accept it too…”
And in the end, Hiashi also spoke, “*Sigh* I accept… as long as you promise us, give it in the written, that you will never let any harm come to our children and the world will… truly be peaceful.”
Shiroken took out the paper and wrote on it. “I, Shiroken Dama, of Dama Country, vows that there shall be no war among humanity anymore. If there is, and I am unable to solve it, all clans are allowed to do as they please, live as they please.”
Of course, he wrote “Human wars” because he knew that someday a threat from space will come. He didn’t want that to be seen as his own failure. After writing and signing, he gave one copy to each of them.
With this, they all felt somewhat relieved that they were not entering this blind. Shiroken left them after this, back to the Hokage office with Tsunade and Jiraiya. They still needed to talk to the clan heads of those clans that never supported Danzo or stayed neutral.
Shiroken calmly told them everything. About his plans, about the abolition of the clan system and also about the abolition of land borders between the countries Shiroken ruled. There will still be an identity checkpost but no need to pay taxes while crossing borders.
The good clans were asked what they thought about this. Of course, they were told that the other clans had happily accepted the proposal. So they also accepted reluctantly. Not that they were given any choice.
With that, Konoha was consolidated. All that was needed now was to give it some time and let the village heal itself. People were busy though and had no time to focus on what went on with these rich and powerful clans.

Shiroken stayed in Konoha for the day. He helped Tsunade to control the village and also taught her how to do a few things.
“No, Tsunade. Your job is not to read every single document and do everything yourself. Your job is to watch over the people who are supposed to run the various aspects of the village. You are like the police officer of the village. You plan and set up various schemes and then watch and oversee people implementing those plans.” He told her as he was annoyed by how she always complained she had too much work.
“Then how do you think I reduce all this paperwork? I have to sign on papers and proposals of every single person working for the government of Konoha.” She asked.
*Sigh* “Simple, you give signing authority to other people as well. For example, you have the position of Hokage, there can also be a position of Vice-Hokage. The job of Vice Hokage is to sign and read all the documents with the help of various assistants. And from among those documents, those that are extremely important for the safety, prosperity and security of the country get passed on to you. This is how a multilevel government works.” Shiroken said, teaching her.
Tsunade diligently wrote a few words in her notebook. “How can I trust people?”
He laughed, “You can never trust people, Tsunade. That is why you must have strong control over the top leadership of the government. As long as you have trust in the people at the top, these people will make sure they do their jobs properly. And about some low-level corruption, it will always be present. For this, you make sure your police are strong and honest and your own Anbu are faithful to the Hokage office and do the job as given.”
She rested back on her chair, “Waa… it’s so tough doing administrative work. Life was so easy being a Shinobi in the past.”
He chuckled, “Well, get used to it. With no wars, there won’t be much work for Shinobi left other than going on patrols. Tell the Shinobi of Konoha to start learning some work that utilises their Chakra nature. Like someone with good Earth release can learn to make roads, then he can get hired by various non-shinobi villages to make roads. This is the future.”
“I can already hear Naruto crying because of this. *Yawn* I haven’t slept for 2 days. Care to join me for dinner?” She asked, standing up from her seat.
Shiroken saw her yawing while raising her arms. She seemed to have forgotten to be reserved around him and cared not that the large lumps on her chest were bouncing right in front of his face.
Shiroken looked away. Not because he didn’t like the view, but because something else in his body liked it a bit too much. ~STAY DOWN, DAMMIT!~ he cursed at the good boy in the pants.
He got up, “Sure, you choose the place.”
So Tsunade brought him to a nice looking traditional restaurant. It had those little private cabins with a table and a stove in the middle. He sat down and looked at the menu. It was an expensive place.
He smiled and looked at Tsunade’s face. She saw it and asked, “Am I looking that pretty today?”
He shook his head, “That’s not it. Are you sure you’re going to treat me? I eat “A LOT” just so you know.”
She nodded, “Sure, this is a party from me.”
Shiroken nodded and started ordering, “Cool, then, bring me 5 servings of Takoyaki, one plate of each flavour of dumpling you have. A bowl of each of your 10 ramen flavours. 12 plates of tempura, 30 onigiris, 40 plates of yakitori, 5 bowls of sukiyaki, 50 okonomiyaki… ummm… and bring 20 bottles of your best sake.”
Tsunade’s jaws hit the table at this point and she just stared at Shiroken with her eyes nearly crying out, “T-T-This… ALL THIS?”
Shiroken nodded innocently, “I said I eat a lot, you didn’t listen.”
She slammed her small purse on the table, “*Sniff* DAMN IT! FINE!… Word is a word. To hell if I have to eat only ramen for a month after this. I’m going to enjoy all this food today.”
But Shiroken disturbed her self consolation, “What do you mean you will enjoy it? This was just for me, you order your own food.”
“WHAAAAAT?!”
