The control room was as silent as ever. The air, though unmoving, was still fresh despite the lack of ventilation. On the mat in the middle of the room sat a young man. His robes were simple, but gave him a certain otherwordly presence. He, too, was as still as everything else and seemed like an extremely vivid statue. However, if someone were to observe him for a longer period of time, they would discover than he actually was moving – his chest rose and fell in an extremely slow manner, about once every 10 minutes. After a certain amount of time, there was a change which disturbed the peaceful image.
The young man’s face, which was completely relaxed, with closed eyes, was no longer still. His brows twitched, and his eyes showed signs of opening. His long eyelashes trembled, and his irises were revealed. They were an enchanting blue colour, which seemed to be illuminated from within. The end result made his eyes look magical, adding life to the previously still control room. The young man was, of course, Meng Li.
As Meng Li woke up from cultivation, he took some time to examine the result. Those small scale conflicts translated quite well to larger ones between entire colonies. After both factions learned of each other’s existence, they seemed to realize some important things about the world they lived in. If there were two colonies, why couldn’t there be more? This caused the colonies to send some of the stronger hunters much deeper into the wild, not only to hunt, but rather to make contact with other colonies. Despite the fact that neither of the colonies managed to make contact with any of the other ones, he saw that they were quite close, and it wouldn’t take long until they met. Of course, that was provided they would start exploring the ocean… The two colonies which made contact were the ones he placed on the west continent – they were the only ones on it, and they would need to build ships in order to traverse the ocean which separated them from the other colonies. It was remarkable how fast things progressed when people were actively pursuing them – after all, it took them more than a thousand years to make contact for the first time, and now, after merely 20 years of searching, they were quite close.
Of course, the fact that there was an ocean in between the other civilizations would slow the progress down a lot – it was much harder to organize anything with an ocean in the way.
Returning to the matter at hand, Meng Li turned his attention to the north colony on the west continent. The situation there surprised him – the structure of the population was a lot more defined than before. About a decade after the first contact, the strongest cultivator, who was a de-facto ruler, formally announced that he was an emperor, and that the colony, from that moment, was an empire of the Full Moon. A quick scan of the new imperial palace revealed the cause – before the creation of the empire, despite the fact that he was the strongest, and was in fact a leader, the emperor still took part in hunting. Even though he ordered the people to call him ‘king’, the term had no real weight to it. This all changed, however, when the Qi Sea cultivator set off to hunt. Due to the fact that he was the strongest, he travelled by himself as people only in the Qi Gathering Realm were much slower than him. His speed allowed him to cover vast distances extremely quickly. He mainly hunted strong beasts for his own family, as stronger beasts’ flesh had a nourishing effect on cultivators, allowing them to have stronger bodies and cultivate quicker. As he was on a hunt for his family, the leader, called Shi Lu, stumbled upon a ruin in the wilds.
The ruin was, of course, one generated by the system. Within it was a legacy of an empire, along with a cultivation method effective until the peak of the Qi Sea Realm and some techniques. The legacy, despite being generated, was quite believable, and when he received it, the last condition was to recreate the Full Moon Empire – the name the system created for the illusory empire. Shi Lu took it to heart, and upon returning, used his superior strength to restructure the entire colony.
The Full Moon empire was created by one of the colonies after making contact. The other colony, to the south still maintained the previous tribal structure despite the fact that it was far too inefficient for larger groups of people. From the quick scan Meng Li performed he could see that the southern colony was slowly losing ground to the Full Moon empire – Shi Lu didn’t only bring back cultivation manuals and techniques, but also information on how to rule an empire. The legacy he received was extremely vast in terms of amount of information he received – it was impressive that he was able to learn so much with so little time. Upon asking the system, Meng Li realised that practically all of the legacies the system generated were made using a special kind of jade slip. It was a naturally occurring resource but it could also be created by a cultivator with Spiritual Sense. It allowed for cultivators to engrave information within them in an extremely efficient manner, unlike simple books. While the naturally occurring jade is the most common form, by using Spiritual Sense anything can be transformed into such a slip.
Shi Lu received a main legacy in a form of a jade slip, and with it, he also received a lot of cultivation resources, which included more blank jade slips. He used them to pass on information to people he chose as officials. Despite the initial confusion, after ten or so years, people grew used to such an arrangement.
The previous main tribe area was transformed into the capital city of the Full Moon empire, now with more than a hundred thousand people living in it. Shi Lu created a few other cities in important locations – mainly in between the capital and the southern colony, as well as some smaller towns near places with natural resources like resource mines or lush forests teeming with animals. After all, the food supply was extremely important for an empire… Despite previously subsiding on meat, Shi Lu created a few fields – strangely enough, grain seemed to be a luxury – with cultivation, animals could grow much bigger, and their meat feed more people. And with mountains everywhere, flat land was not easy to find.
